DAVID M. FLYNN // OF COUNSEL

David M. Flynn focuses his practice on all aspects of tax-exempt organization matters and on nonprofit corporation law and corporate governance issues. He provides advice and planning services, particularly to healthcare organizations, regarding corporate reorganizations and restructuring, affiliations with unrelated organizations, and joint ventures and other types of partnership arrangements between or among nonprofit partners, or between nonprofit and for-profit partners. He also has broad experience in corporate taxation and tax-exempt financing.

Mr. Flynn is a Fellow of the American College of Tax Counsel and a former attorney-advisor to the Tax Legislative Counsel (Office of the Assistant Secretary for Tax Policy) of the United States Treasury Department. He is a member of the Taxation Section of the American Bar Association and its Exempt Organizations committee, and currently serves as a co-chair of its Subcommittees on Partnerships and Joint Ventures (formerly serving as co-chair of its Subcommittees on Health Care Organizations, on Tax-Exempt Financing, and on Private Foundations and Unrelated Business Income). Mr. Flynn is also a member (and a former vice chair and immediate past chair) of the Tax and Accounting Interest Group of the ABA’s Health Law Section.

Admitted to practice in Pennsylvania and in the District of Columbia, he has been an adjunct professor in the Graduate Tax Program at Temple University School of Law. Mr. Flynn is a 1971 graduate of Columbia University School of Law, where he was a Harlan Fiske Stone Scholar, and a graduate of Georgetown University’s College of Arts & Sciences.
