Mark A. Pacella

Mark Pacella is a distinguished attorney with over 37 years of service at the Pennsylvania Office of Attorney General. Prior to joining MBK, Mark served as the Executive Deputy Attorney General of the Public Protection Division, overseeing the Antitrust, Consumer Protection, Charitable Trusts and Organizations, Civil Rights, Health Care, Fair Labor, Tobacco Enforcement, and Special Litigation sections of the Attorney General’s Office. Before that appointment in 2023, Mark spent 23 years as Chief Deputy Attorney General of the Charitable Trusts and Organizations Section.

Mark has been recognized as a national authority on charitable organizations and nonprofit law. Mark served as a board member of the National Association of State Charity Officials (NASCO) from 2000 to 2005 and as its President in 2004. He has served as a past commentator and advisory board member for the National Center on Philanthropy and the Law at New York University, and as a NASCO liaison to the American Law Institute’s Restatement of the Law on Charitable Nonprofit Organizations. His frequent presentations at Pennsylvania Bar Institute programs and his role on advisory boards for national legal initiatives underscore his standing as a thought leader in the field.

Mark brings extensive experience in charitable organizations oversight, consumer protection, antitrust, civil rights, and health care law.  Mark’s leadership experience with managing large-scale legal operations and complex investigations on behalf of the Commonwealth aligns seamlessly with our firm’s commitment to delivering exceptional results. A Navy veteran who served on active duty from 1973 to 1977, Mark brings not only exceptional legal skills but also a deep commitment to public service to advise and advocate for his clients.
